Administrative Rule 1 - RULE RELATING TO STATE COURT ADMINISTRATOR

Pursuant to Article VI, Section 3, of the North Dakota Constitution, the Supreme Court of North Dakota promulgates the following Administrative Rule relating to the powers, duties, qualifications, and term of office of the State Court Administrator of the unified judicial system:
1. The minimum qualifications of the State Court Administrator of the unified judicial system shall include:
a. A bachelor's degree.
b. Experience or special training in law and court services.
2. The State Court Administrator shall be appointed by the Chief Justice to serve at the pleasure of the Chief Justice.
3. The State Court Administrator shall have the following duties and responsibilities: budget preparation and financial controls, personnel management systems, management information systems, planning and research, training and education, public information, technical assistance, staff to boards and committees, and court facilities.
4. The State Court Administrator shall serve as Executive Secretary of the Judicial Conference.
5. The State Court Administrator shall perform other services and assume other responsibilities as the Chief Justice or the Supreme Court may direct.
6. Nothing herein shall be construed to interfere with the primary authority of the Clerk of the Supreme Court over the staff of the Clerk of the Supreme Court, or of the authority of the State Law Librarian over the staff of the Law Library or of the authority of the respective justices over their respective secretaries and law clerks.
